Sterile water is not the same as bacteriostatic (BAC) water. If reconstituting to use, and not repeatedly drawing from the vial, sterile water should be sufficient. If going to repeatedly draw from vial, then BAC water is the better option.
Sterile water is actually better for creating a nasal spray, since the alcohol in BAC water tends to dry out nasal tissue.
